TOMPKINS COMPLETES FOOD AND DRUG ADMINISTRATION FOR DEVICES AND RADIOLOGICAL HEALTH LABORATORY

Washington, D.C., May 16, 2007
Tompkins Builders has successfully completed construction on the Food and Drug Administration Center for Devices and Radiological Health Laboratory this month. The site, located one mile north of the Capital Beltway on New Hampshire Avenue, is the former US Navy facility at the Federal Research Center-
Naval Ordnance Laboratory.

Team members on the project included the client, the Food and Drug Administration; the
architect, Kling; the construction manager, Heery-Tishman; and the owner, General
Services Administration (GSA).

Under the auspice of a larger effort to consolidate the FDA’s myriad of programs into a
single site, CDRH is the third project Tompkins has completed for the FDA and the
second on the new campus. Technologically sophisticated, the 145,000-SF secure
laboratory building consists of four levels and a penthouse above grade and one level
below grade. The structure is a combination of steel and concrete, meeting the GSA’s
Progressive Collapse Design, as well as the CDRH branches stringent criteria for little to
no vibration. The exterior is comprised of curtain wall and metal panel/strip windows
designed to resemble the neighboring Life Sciences Building. Completed on time, the
center incorporates extensive specialty construction for testing and research purposes.
Among the state-of the art requirements were a Precisions Controlled Anechoic
Chamber, RF Frequency Shielded Chamber, MRI Chamber, radio-frequency shielded
labs, radiation shielded rooms, darkrooms, de-ionized and degasified water systems, and a solvent distribution an delivery system. The project is currently receiving a LEED
ranking of ‘Certified.’

Tompkins previously built the FDA Consolidation, Phase 1, CDER Laboratory project,
which was completed in October 2003 and the Harvey W. Wiley Federal Building (Food
and Drug Administration Consolidation Center) project completed in October 2001.

“As one of the oldest general contractors servicing the federal government, we are
extremely proud and honored to lend our construction experience to the continued
consolidation of the Federal Drug Administration at the White Oak Facility,” said Ed
Small, President of Tompkins Builders.
