TOMPKINS BUILDERS BEGINS CONSTRUCTION ON PILOT
HOUSING PRIVATIZATION PROJECT AT HOMEPORT HAMPTON ROADS: Project Set
to Improve Quality of Life for Navy Personnel

Tompkins Builders has commenced construction on new living
quarters for US Navy personnel in the Hampton Roads area as part of
the Navy’s “Quality of Life” Initiative. Under the auspices of the
new Public/Private Venture (PPV) program, the Department of Defense
(DOD) is working with Hunt Building Company, Ltd and Tompkins
Builders to improve military housing options for enlisted personnel.
One of two pilot projects underway, the HomePort Hampton Roads
project includes the construction of a six story Naval Enlisted
Housing structure with 755 units. “Over the next 26 months,” Ed
Small, President of Tompkins Builders said, “we will be working to
provide Navy personnel with new living and recreational space. The
facilities will include indoor and outdoor swimming pools, a
community center, a softball field, two tennis courts, a volleyball
court and two half basketball courts.” Small continued “It is of the
utmost importance that the men and women serving our country have
access to the best housing accommodations and amenities, and we are
extremely proud to be part of this effort.”
Construction on the project began in early 2008, following
congressional notification and execution of project partnership
documents. The new facilities will focus particularly on housing
sailors with fewer than four years of service.
Team members on HomePort Hampton Roads include the developer,
Hunt Building Company Ltd, and the architect, Lessard Group.
